Have you ever wondered what Massive Online Open Courses, Dennis Rodman and Cuban cigars have in common? Patrick Briscoe, the University of Minnesota’s Export Controls and International Projects Officer, provides the answer in Trade Sanctions and the University Community; or One Reason Spring Break: PYONGYANG is Not a Show. This article explores the key regulatory challenges that can arise when planning either travel to countries subject to U.S. sanctions or collaborations with persons in those countries.
Briscoe is responsible for, among other things, the university’s compliance with U.S. export controls. These are federal laws that govern a variety of sensitive activities having international components, such as shipments abroad, disclosing technology to non-U.S. personnel, travel to embargoed countries, and transactions with sanctioned persons and organizations. Briscoe offers both general classes and case-by-case guidance on export controls compliance and pens the occasional article discussing particular items of interest.
